A major constitutional change may soon reshape Pakistan’s defense structure. The proposed 27th Amendment to the Constitution of Pakistan (1973) seeks to grant lifetime ranks and privileges to officers promoted to Field Marshal, Marshal of the Air Force, or Admiral of the Fleet.

If approved, this amendment would empower the President—on the advice of the Prime Minister—to appoint the Chiefs of Army, Navy, and Air Staff, while also determining their salaries and allowances.

Another major change includes the abolition of the Chairman Joint Chiefs of Staff Committee, effective November 27, 2025, transferring key responsibilities to the Chief of the Army Staff, who would also serve as Chief of Defense Forces.

The proposed law also states that officers elevated to lifetime ranks would retain their uniform, privileges, and status permanently, and could only be removed under Article 47—the same article that governs the removal of the President.

Additionally, such officers would enjoy legal protection under Article 248, ensuring immunity for actions taken in official capacity.

Supporters argue the move will strengthen national defense leadership, while critics caution that it could concentrate too much power in the military hierarchy. The proposal has already triggered intense debate among legal experts and political observers across Pakistan.
