Strict New Rule Orders Police to Issue 10 Challans Per Day

Traffic police in Rawalpindi are facing an intensified internal performance drive as officials have been directed to issue at least 10 challans every day, sources reveal. Wardens who fall short of the quota are now receiving show-cause notices citing unsatisfactory performance.

An internal performance list dated December 2, 2025 shows more than 120 officers across multiple sectors flagged for issuing fewer challans than required.

The areas covered in the report include Murree Road, Adiala, Saddar, Dhoke Syedan, Gujar Khan, Pirwadhai, Kallar, New Airport, Civil Lines, and City Circle, among others. Several wardens reportedly issued between one and eight challans during the review period.

Public opinion on the move remains sharply divided. While supporting stronger enforcement, citizens say reducing performance to ticket numbers alone ignores other critical duties such as handling accidents, easing congestion, guiding commuters, and maintaining road safety.

Critics warn that a quota system may encourage forced or unnecessary challans, eroding trust between police and the public.

Some analysts believe the policy needs reassessment to ensure fairness, suggesting that performance metrics should include traffic management, emergency response, and safety outcomes, not just fine totals.
