Helmet sales have jumped significantly in Rawalpindi following the implementation of new traffic regulations, leading to noticeable price increases across city markets. The surge in demand has created space for both genuine safety gear and poorly refurbished units, with roadside stalls now appearing in multiple areas.
In local markets, prices currently range between Rs. 1,200 and Rs. 5,000. Helmets in the Rs. 1,200 to Rs. 2,200 bracket are mostly repainted, low-quality items that often fail within two to three weeks. Better quality products typically sell for Rs. 3,000 to Rs. 5,000.
Shops in Teli Mohalla near Bhabra Bazaar on Murree Road have restarted the practice of refurbishing damaged helmets. Sellers buy broken units from scrap dealers for Rs. 50 to Rs. 100, repaint them, add cheap padding, and then supply them to vendors for around Rs. 1,000.
Street vendors resell these refurbished helmets to customers for Rs. 1,200 to Rs. 1,800, often advertising them as new despite their limited protection and safety drawbacks.
District Bar Association President Sardar Manzar Basheer criticized the Rs. 2,000 fine for riding without a helmet. He argued that authorities should provide a helmet to riders on the spot for the same amount, and issue penalties only if they refuse to wear it later.
