The Government of Pakistan, in collaboration with the State Bank of Pakistan (SBP) and the Pakistan Banks Association (PBA), has launched Zarkhez-e, a new digital platform aimed at transforming agricultural financing and advisory services for farmers across the country.
The initiative, introduced by the Finance Division, is designed to bring small and underserved farmers into the formal financial system through a fully digital credit journey.
How Zarkhez-e Works
Through the Zarkhez-e mobile application, farmers can now:

Apply digitally for financing of up to Rs. 1 million

Choose their preferred bank for loan processing

Complete verification and agronomic assessment online
Once approved:

75% of the financing will be disbursed in kind, specifically for purchasing agricultural inputs

Inputs will be sourced through bank-approved agri vendors

Remaining funds will support operational needs
In addition to financing, farmers will receive crop-specific advisory services through the Land Information Management System (LIMS), helping them improve productivity and yields.
Boosting Productivity Alongside Credit
Unlike traditional loan schemes, Zarkhez-e combines financing with smart advisory, ensuring farmers receive quality inputs, timely guidance, and better farm planning.
To encourage banks to expand lending to small farmers, the government has introduced strong incentives, including:

10% first-loss risk coverage for banks

Operational cost subsidy of Rs. 10,000 per borrower

Incentives linked to the net increase in outstanding borrowers
What Officials Are Saying
Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, said:
“Zarkhez-e exemplifies our commitment to expanding financial inclusion. By facilitating access to formal credit for small farmers, this initiative supports rural development and strengthens national food security.”
SBP Governor Jameel Ahmad added:
“By digitising the credit journey, Zarkhez-e removes friction for small farmers and ensures timely access to formal lending. It will also help promote digital payments in the rural economy.”
PBA Chairman Zafar Masud highlighted the banking sector’s role, stating:
“Banks will leverage technology and innovative credit assessment tools to improve access to finance, particularly for small and landless farmers operating in an undocumented sector.”
